From October 10 to 14, 2022, the Gilgit-Baltistan Assembly Secretariat hosted a week-long on-the-job training programme arranged by the Pakistan Institute for Parliamentary Services (PIPS) for the officers and staff. The workshop’s goal was to give Secretariat personnel and officers a better knowledge of the duties and responsibilities of the officers in relation to House and Committee business.

The programme began with the Holy Quran being recited, and then Mr. Shahab Khan, Assistant Director, Parliamentary Development Program, led a quick round of introductions from the workshop participants (PDP). The GB Assembly secretary, Mr. Abdul Razzaq, congratulated PIPS staff members and commended their efforts in setting up the workshop. Mr. Muhammad Anwar, a deserving executive director, welcomed the trainees and gave them a brief rundown of the training. He emphasised the major topics and specifics of the workshop’s four-day schedule. First session on the Rules, Provisions, Practices, and Responsibilities of Parliamentary Staff in Connection with Questions was opened by Mr. Anwar.He went into detail about the duties and responsibilities of the honourable members, emphasising that “Executive is answerable before the august House” and that these duties include representation, legislation, policy guidelines, and oversight. He also talked about the duties of the Assembly personnel, which include helping the Assembly, the Speaker, the Committees, and the Members. The three main categories of House business are government, private, and Assembly business. Legislative and non-legislative business are the two primary categories of Assembly activity. He then went into great detail about the Question using non-legislative methods. Mr. Muhammad Anwar organised a practical session for the Secretariat officers to close out the day.

On September 29, 2022, the Pakistan Institute for Parliamentary Services (PIPS) and Ripah International University jointly hosted an international researchers conference on Islamic perspectives on urban management and governance. More than 30 academic researchers and subject matter specialists reviewed papers on the subject from various universities from all of Pakistan’s federating units and the friendly nation of Malaysia. Over 150 participants, including academics, parliamentary researchers from Pakistan’s National Assembly and Senate, PIPS, legislative experts, and MPhil and PhD students from the fields of political science, public policy, social sciences, Islamic studies, humanities, and international relations, attended the conference.National anthem played before the start of the inaugural session. In the opening ceremony, Qari Anis ur Rehman recited passages from the Holy Quran. The conference’s guest of honour was Prof. Dr. Qibla Ayaz, chairman of the Council of Islamic Ideology. Dr. Anis Ahmed, vice chancellor of Ripah International University, gave the keynote address, and Mr. Muhammad Anwar, executive director, gave the opening remarks for the conference’s deserving panelists, experts, and participants. The opening and closing sessions were moderated by Ms. Tehseen Khalid, Director (Research) PIPS.In order to give parliamentary researchers and academicians the much-needed opportunity to oversee and develop policy and legislative instruments in urban governance from an Islamic perspective, Mr. Muhammad Anwar, Executive Director of PIPS, expressed his hope that learned experts and senior students of social sciences will do so. In order to provide parliamentarians and committees with technical assistance on various aspects of contemporary urban governance, he urged researchers, librarians, and legislative experts from parliamentary institutions to take advantage of their participation in this event by clarifying and developing papers for them.

Dr. Tahir Hijazi reaffirmed that each state’s primary duty is to ensure that everyone has access to adequate housing, food security, and healthcare. Dr. Anis Ahmed emphasised the mosque’s central role in socioeconomic and political life, noting that all offices were in circles around the mosque. He also discussed how Cairo was constructed in a similar way, with a city wall and a fort in circles around the mosque at its center. Dr. Anis also emphasised the necessity of reviving Urdu as the nation’s dialect in order to advance the majority’s intellectual development.

Dr. Qibla Ayaz emphasised the importance of local economies in Islamic societies where they established their own indigenous systems of clean drinking water, walls of the city, and entrances to protect against outside threats; crops, forest cover, and orchards; as well as cottage industries where everyone earned a living.

BREAKOUT SESSIONS: Three breakout sessions on diverse conference subtopics were held concurrently. The session on urban management and development was presided over by Mr. Muhammad Rashid Mafzool Zaka, Director General (Research) of PIPS. He shared the vision of Quaid e Azam Muhammad Ali Jinnah, the nation’s founder, who said that the State and the Government’s principal duty is to defend the life, faith, and property of the people, particularly the poor. He decided on democracy and consultative decision-making as Pakistan’s system of government, with elected members of the Parliament holding all power and carrying a heavy burden of duty to the populace. The 1940 Pakistan Resolution, which was enacted in Lahore, explicitly guaranteed socioeconomic, cultural, and politicalfreedoms of non-Muslims in Pakistan after consulting them about it. It is essential that Pakistan create its own sociopolitical system in line with the founding fathers’ vision, which guarantees all citizens the fundamental rights to health care, education, and other freedoms guaranteed by the Constitution.

As the keynote speaker, Dr. Waleed Rasool addressed the importance of water conservation and the development of small dams inside each city to collect rainwater and create sources of irrigation and clean drinking water. In the first Islamic State, the Misaq e Medina sought to create peace for all through the freedom of minorities and the unification of society, according to Dr. Faizan Ahmed. The session was moderated by Mr. Muhammad Rizwan Manzoor, Assistant Director (Research), PIPS.

The session was moderated by Dr. Zahid Anwar, Pro Vice Chancellor and Dean of Social Sciences at the University of Peshawar, and featured a keynote address on the Islamic perspective of urban and human development by Prof. Dr. Mumtaz Ali of the Deptt. of Usuluddin & Comparative Religion, IIUM, Malaysia.
