Section (5) of the Pakistan Environmental Protection Act (PEPA) of 1997 established the Pakistan Environmental Protection Agency (Pak-EPA). Pak-primary EPA’s functions are as follows:

To enforce PEPA-1997 rules and regulations.
Environmental Impact Assessment (EIA) and Initial Environmental Examination must be approved (IEE).
Certificates are issued for the establishment of environmental laboratories in the Islamabad Capital Territory.
Pak-EPA is tasked with developing or revising the National Environmental Quality Standards (NEQS) and establishing them with the approval of the Pakistan Environmental Protection Council.
Take steps to promote research and development of science and technology that may aid in pollution prevention. Environmental protection and long-term development.

Determine the need for, and initiate legislation in, various environmental sectors.
Provide environmental information and guidance to the public.
Specify safeguards for the prevention of pollution-causing accidents and disasters, and encourage the formation and operation of nongovernmental organizations, community organizations, and village organizations to prevent and control pollution and promote sustainable development.
The Agency may conduct inquiries or investigations into environmental issues on its own initiative or in response to a complaint from any person or organization.

Since May 31, 2009, Pakistan has been a signatory to the Cartagena Protocol on Biosafety (CPB) to the Convention on Biological Diversity (CBD). The country was required to establish an implementation mechanism to regulate Genetically Modified Organisms (GMOs) and their products. To meet CPB obligations, the Pakistan Environmental Protection Agency (Pak-EPA), the Ministry of Environment (defunct), established the National Biosafety Centre in April 2006. Pakistan Biosafety Rules, 2005 were developed and notified by Pak-EPA (Ministry of Environment) under the Pakistan Environmental Protection Act, 1997 (PEPA, 1997) to regulate GMOs and their products. National Biosafety Guidelines, 2005 were developed and distributed to applicants in order to explain the procedures and protocols.The National Biosafety Centre (NBC) provides secretariat support to the Biosafety committees, which include the National Biosafety Committee (NBC), which is led by the Secretary of the Ministry of Climate Change, the Technical Advisory Committee (TAC), which is led by the Director General of Pak-EPA, and the Institutional Biosafety Committee (IBCs). The NBC and TAC were announced in the Official Gazette, and IBCs developed at each of the public sector/academic/research institutes, national and multinational firms and companies were reported to the NBC, which granted acceptance to these IBCs and allowed them to operate in accordance with the Pakistan Biosafety Rules, 2005. More than 400 cases of GMOs and their products have been processed by the center in connection with Laboratory Genetic Manipulation Work, Field Trials for Research and Development (R&D), Import and Export, and Commercialization. The Centre has been in charge of regulating R&D and commercialization of Genetically Modified (GM) Cotton, Corn and other crops (Sugarcane, Chili, Tobacco, Wheat, etc.).
