The Local Government and Community Development Department (LGCD) has been tasked with implementing the Punjab Local Government Act (PLGA) 2019 in order to meet the Government’s stated objectives. Furthermore, the LGCD Department has a supervisory duty to guarantee that local governments carry out their tasks within the provincial framework and follow federal and provincial legislation. The Local Government and Community Development Department (LGCD) was established to address the special needs of Punjab’s megacities and predominantly urban districts for good governance.
LGCD’s aim is to help and guide local governments in developing an environment conducive to autonomous and responsible decision making. This will increase service delivery in the social sectors and boost the local area’s socioeconomic development.
The following are the key functions and tasks of the Local Government & Community Development Department:
Formulation and implementation of public policy; updating of laws and rules; and provision of instructions for the operation of local government departments. Furthermore, the LG&CD Department publishes policy guidance on important topics in the best interests of citizens.
On matters relevant to the new local government system, the department coordinates with federal/provincial government departments and allied agencies, as well as all three tiers of local governments.
The department is in charge of the recruitment and administration of service members working in the departments to which it is linked.

Municipal infrastructure and services must be provided, managed, operated, maintained, and improved.
Local governments’ properties and assets are managed.
Municipal law and regulation enforcement
To create revenue, levy municipal taxes/fees.
Create bylaws that govern municipal services.
Municipal offences should be investigated and prosecuted.
Execute general powers and processes as specified in the Eighth Schedule.
