Wing of Administration
A Senior Joint Secretary / Joint Secretary (Admin) leads the Administration Wing, which is supported by two Deputy Secretaries (BS-19), one Deputy Financial Advisor, and nine Section Officers.
Functions
Human Resource Management, Financial and General Administration, Coordination, and Establishment Division Parliamentary Business
To serve as the Finance Division’s Financial Advisor.
Administrative authority over the Staff Welfare Organization and the Federal Employees Benevolent and Group Insurance Fund.
I Wing Career Planning
The Joint Secretary (CP-I) leads the Career Planning Wing-I, which is supported by Deputy Secretary (CP-I), Deputy Secretary (CP-V), Director (Personnel Documentation), and five Section Officers. There are also two D.D (PD)s, an Assistant Director (PD), a Deputy Director (IT), a Data Control Officer (DCO), a Network/System Administrator, a System Analyst, and a Programmer who are ex-cadre officers.

Coordination with Promotion Boards for officers of Pakistan Administrative Service (PAS), Police Service of Pakistan, Secretariat Group, Office Management Group, other Occupational Groups / Service, and Ex-cadre promoted to BS-22, BS-21, BS-20, BS-19, and BS-18 posts.
Examining promotion proposals to BS-19 positions in various Ministries/Divisions.
Processing and resolution of promotion and seniority disputes among PAS cadre officers.
Service History Cards, ICP Charts, and PERs of APUG officers, as well as the issuance of posting lists, etc.
Wing II of Career Planning
The Joint Secretary (CP-II) leads the Career Planning -II Wing, which is supported by Deputy Secretary (CP-II), Deputy Secretary (CP-III), Deputy Secretary (CP-IV), and seven Section Officers.
Functions
Promotion policy, PER policy, and related procedures are developed, reviewed, and implemented.

Functions
Processing of disciplinary/court cases in accordance with applicable law and rules, while keeping the time frame of each case in mind to avoid contempt of court and time bar limits.
Defense of Establishment Division litigation cases in various courts, as well as finalization of disciplinary cases involving APUG civil servants.
To handle disciplinary cases, appeals/representations, general complaints, and the granting of NOC for consideration for promotion/training/retirement and for employment during LPR or within two years of retirement in the case of APUG/OMG officers.
