A 2002 Ordinance (LXXI) established the National Judicial (Policy Making) Committee. The Committee is led by the Chief Justice of Pakistan, and its members include the Chief Justices of the High Courts, the Federal Shariat Court, and the Chief Justice of Pakistan. The Secretary to the Committee is designated as the Secretary, Law & Justice Commission of Pakistan. The Committee receives secretarial guidance from the Commission’s Secretariat.

The Committee must publish an annual report detailing its activities as well as any additional periodic or special reports pertaining to its operation that it deems appropriate. The reports are delivered to the Pakistani President.

The Access to Justice Development Fund is a demand-driven investment that has a special funding mechanism to support and advance reforms in the justice system.The Pakistani judiciary has always been badly underfunded, which has had a negative impact on the level of justice provided. The Access to Justice Development Fund serves as a separate source of funding for the judiciary, allowing it to make investments in underserved regions in order to improve the professional functionality of the courts, their service delivery component, and legal empowerment. The Rs. 1421 principal amount is intended for investment in investment schemes authorised by the government in order to generate income for the Access to Justice Development Fund’s objectives. The government of Pakistan has established the Access to Justice Development Fund to support extra-budgetary reforms in the justice system in a creative, independent, and adaptable manner.
